In Tokyo, in the year 2034, a giant metropolis in the Far East where, since the 'Rebirth Phenomenon' over a decade ago, 1 in 1,000 people has acquired magical powers. The authorities, troubled by frequent 'magic crimes,' have selected particularly powerful magic users as special police officers. Considering public opinion that views magic as dangerous, these officers operate in pairs, monitoring each other while working. They are called 'Magic Police Orthros,' named after the two-headed hellhound said to guard the gates of hell, and are officially part of the Metropolitan Police Department's Magic Crime Division. 'Werewolf Orthros' is a card game for 2-4 players. (It is balanced for 2-player matches but can also be played with 3-4 players.) Players choose two of the eight magic detectives, each with their own spellbook, to form a buddy pair. By combining two spellbooks, players can build their own original spellbook (deck).
